Block “D” Development Peer Review (Kingston, ON)

Project

Castleglenn Consultants was retained to review various initiatives concerning the development of lands known as Block “D” within the City of Kingston. The concerns raised by the City of Kingston‘s Engineering Division included: providing an assessment of the projected traffic volumes, the degree of acceptability concerning the concept of shared parking between office and hotel land uses, the reasonableness of off site road improvements, conformance with City of Kingston parking provisions, the impact to vehicles currently using the vacant Block “D” for off-street parking that would be lost with the advent of the development of the lands and the use of a suggested reduction factor of 40 percent to account for “geographic location and the high proportion of senior residents”.

A Technical Memorandum was prepared that was used to provide answers to the above questions and provide the City of Kingston with the salient information necessary to develop conditions of approval for the subject site.
