Castleglenn Consultants Inc. was retained by DCR Phoenix Homes to investigate the traffic impacts associated with a proposed residential development (82 single family homes and 110 townhouses) in the community of West Barrhaven. The site plan proposed the development of single family homes located on the north-west quadrant of Cedarview Road and the future Maravista Drive Extension.  The site plan also includes eight blocks of residential row housing immediately east of Strandherd Drive. This project was intended to comply with the City of Ottawa’s “Transportation Impact Assessment Guidelines” (October 2006).

The issues related to this project involve the staging of area intersection improvements with the integration with the planned widening of Strandherd Drive; pedestrian and cycling facilities; and the necessary traffic control devices that would be implemented to assure a smooth transition that accommodates changes in infrastructure and the completion of each stage of the planned development.

The traffic impacts associated with the proposed development were found to require a solution that would design the eastern portion of the Strandherd Drive / Maravista intersection to integrate with the planned widening.  The solution involves the installation of traffic signals (when warranted); allowing the relocation of the western poles to accommodate the future widening.  The development of a south-bound left turn lane that includes the future median and the installation of two way STOP-control signage internal to the site.

Castleglenn Consultants provided an addendum letter report that addressed numerous issues associated with the development and provided a general staging strategy for the area intersections along with pedestrian and cycling provisions.
