Castleglenn Consultants Inc. was retained by Costco Corporation to prepare a Traffic Impact Brief (TIB) that would address the transportation and traffic issues in relation to a development application supporting the proposed Costco Gas Bar. The TIB was required to comply with the City of Ottawa’s “Transportation Assessment Guidelines” (October 2006).The proposed development is located within north-east quadrant of West Hunt Club/Roydon Place intersection and consists of a proposed 16 fuel stalls. The existing surface parking would be further expanded such that the total supply of parking would accommodate 246 stalls.
To further improve traffic operations the initial site plan was re-assessed and included the following modifications:
- the Roydon Place corridor was modified to provide a two-way centre-left turn lane that would serve the southbound left-turns into the Costco Fuel Facility and northbound left-turns into the Costco office access;
- change to the access configuration at the West Hunt Club Access from right-in/right-out to a right-out only access; and
- a dedicated northbound right-turn lane has been added along Roydon Place to provide access into the proposed Fuel Facility.
Also, Castleglenn Consultants assessed vehicle circulation at access locations and to the site, infrastructure assessment and; pedestrian provisions. The proposed site plan alterations result in negligible change to traffic patterns, improved traffic operations, and satisfactory levels of service for all intersections within the study area.
