CastleGlenn Consultants Inc. was retained by DCR Phoenix Development Corp. Ltd. to provide an assessment of the traffic issues concerning the re-development of the surface parking lot located on the south-east quadrant of the Somerset St / Lebreton St intersection. It was understood that the land is intended to be developed to accommodate a 75-unit apartment building (5 floors at 15 units-per-floor), a supermarket (12,000 SF) located at the ground floor of the building and a 2,000 SF restaurant below the supermarket. The preliminary site plan envisions one full movement access off Lebreton St that provides access to a total of 122 underground parking stalls. The Traffic Impact Brief (TIB) addressed existing traffic operations via a qualitative assessment. In addition issues related to heavy vehicle access, garbage truck and emergency vehicle access were addressed.
